TITLE:  SE 7th Sewer Bottleneck Award 
Subject

This action will authorize award of a construction contract to Sineco Construction, LLC for $132,595 to remove and replace an undersized segment of sewer line located in SE 7th Street. 

Summary and Background

The project will replace 650 linear feet of existing sewer line located in SE 7th Street between E. Main Street and E. Newport Ave.  Aside from the age of the pipe, this section of pipe replacement was the top collection system priority in the Recycled Water Department’s Capital Improvement Plan due to short-term risk from continued development in the southern end of the city.  This section of 8” diameter pipe is at the end of the line for draining most of southeastern Hermiston before dumping in to the sewer lift station at 7th & Main.

This section of piping has been such a concern for surcharging in to homes in the area that city crews have installed temporary bypass pumping here for the past two years during the Umatilla County Fair.  This process is obviously labor intensive and not cost effective.

Although this section poses the greatest risk, this project is part of a three-phase pipe up-sizing plan, with the remaining two sections running from Newport south to Highland.  Those phases will be addressed as funds are available.  Those phases are currently estimated to cost a total of $600,000.

Fiscal Information

This project is included in the approved FY ’18-19 budget.  Due to good bids for construction, once construction-management and engineering are factored in, the project should come in at/under the $157,000 budget.

Alternatives

1.  Authorize award of the contract to Sineco Construction.
2.  Reject Sineco’s bid and re-advertise.
3.  Reject Sineco’s bid and not re-advertise.

1.  Authorize award of the contract to Sineco Construction, LLC.

Motion to authorize the City Manager to award a contract for SE 7th Street Sewer Improvements to Sineco Construction, LLC for $132,595.
