TITLE:  Replat- Condit 4N2811DB Tax Lots 3400 & 3500 
Subject

Wayne Condit has submitted a replat of property located at 790 E Diagonal Blvd.

Summary and Background

At the October 2018 planning commission meeting, Wayne Condit was granted an infill designation for property located at 790 E Diagonal Blvd.  The infill designation would allow the two existing lots to be reconfigured using smaller than required setbacks and lot width.

 

Primm Land Surveying has submitted a replat on behalf of Wayne Condit.  The replat will move the property line common to Lots 1 and 2, Block 1, Cornecl Addition, approximately three feet to the south.  The property is described as 4N 28 11DB Tax Lots 3400 and 3500.  The property is zoned Duplex Residential, R-2.  

 

Public notice was provided for the proposed replat. Notice of the proposed land use action was mailed by direct mail to all property owners within 100 feet on February 27, 2019. A sign informing the public of the proposal was placed on the property on February 27, 2019.

 

The criteria that are applicable to the decision to accept the proposed replat are contained in §154.15 through §154.66, §157.026 of the Hermiston Code of Ordinances. The final plat requirements and findings are attached to this report as Exhibit A.  The recommended conditions of approval are attached as Exhibit B. The map showing the the property boundary and adjacent streets and parcels is attached as Exhibit C. The final plat as prepared by the surveyor is attached as Exhibit D.  An aerial photo is attached as Exhibit E.

 


Tie-In to Council Goals:

Approval of plats is a matter of administration of City ordinances.

Fiscal Information

The development of a new dwelling on Lot 2 will generate approximately $700 in new tax revenue per year.

Alternatives and Recommendation
Alternatives

The city council may choose to approve or deny the plat.

Recommendation

Staff has reviewed the proposed partition plat and found that it is prepared in accordance with all requirements of 154.46. Staff recommends that the planning commission approve the plat subject to the conditions in Exhibit B.

Motion to approve the plat with the conditions.
