Summary and Background
Jerry Brandt of Hermiston Home Works Inc has submitted the final plat for Aspen Estates Phase IV. This is a replat of the one oversized lot located at 1447 NE Kenna Drive. The replat creates eight lots and is the final phase of Aspen Estates.
The property is approximately 3.25 acres and is presently vacant. The property is described as 4N2802CD Tax Lot 100 and is zoned (R-3) Multi Family Residential.
Public notice was provided for the proposed replat. Notice of the proposed land use action was mailed by direct mail to all property owners with 100 feet on June 26, 2019. A sign informing the public of the proposal was placed on the property on June 26, 2019.
The criteria that are applicable to the decision to accept the proposed replat are contained in 154.15 through 154.46, 154.60 through 154.66, and 157.027 of the Hermiston Code of Ordinances.
The final plat requirements are attached to this report as Exhibit A. The conditions of approval are attached as Exhibit B. The plat as prepared by the surveyor is attached as Exhibit C. A map and aerial photo are attached as Exhibits D and E.

Fiscal Information
The creation of eight new R-3 lots will result in eight new housing units with approximately $11,200 in municipal tax revenue at full build-out.

Recommendation
Staff has reviewed the proposed plat and found that it is prepared in accordance with all requirements of 154.46. Staff recommends the city council approve the plat subject to the conditions of approval.
