TITLE:  Festival Street Construction Contract Award 
Subject

The contract to construct the festival street is ready for awarding.

Summary and Background

The festival street improvements for NE 2nd Street have been a centerpiece of downtown revitalization for 10 years since being conceived by the downtown workgroup in 2008.  The project is part of the urban renewal plan for the Hermiston downtown.  2017 was spent extensively in design and engineering for the street improvements and the project was bid in December.  The engineer's estimate for the project was $844,350 and $900,000 was budgeted in the 17/18 urban renewal budget.  Bids were opened on January 11.

 

Six bids were received.  Bids on the project ranged from the low bid of $857,164.70 to the high bid of $1,303,050.00.  The low bid of $857,164.70 came in $13,000 over the engineer's estimate, but still within the project budget.  Anderson Perry Engineering, after researching the bids and bidders, recommends awarding the contract for the festival street to Moreno & Nelson Construction Corp, the apparent low bidder.  Additional information from Anderson Perry is attached to this report.



Tie-In to Council Goals:

Completion of the festival street and downtown revitalization are both council goals from the 2017 goal setting session.

Fiscal Information

The bid is close to the engineer's estimate for the project and consistent with the project budget in the 17/18 FY urban renewal budget.

Alternatives and Recommendation
Alternatives

1.  Award this project to Moreno & Nelson Construction Corp.

2.  Reject all bids and re-bid.

Requested Action/Motion

Motion to authorize the City Manager, or his designee, to accept the bid from Moreno & Nelson Construction Corp. of $857,164.70, and execute all necessary documents to award the contract for festival street construction.
