TITLE:  Replat- Cimmaron Terrace 4N2802DB Tax lots 100 & 200 
Subject

A replat of the undeveloped portion of the Cimmaron Terrace subdivision has been submitted.

Summary and Background

Hanes-Zoller Joint Venture has submitted an application to replat the undeveloped portion of the Cimmaron Terrace subdivision.  The proposed replat will reconfigure two existing tax lots into three lots which correspond to Phases 2, 3, and 4 of the overall Cimmaron Terrace plan approved by the city in 2010.  The property is described as 4N 28 02DB Tax Lots 100 and 200.  The property encompasses approximately 34.59 acres and is zoned Multi-Family Residential (R-3).

 

Public notice was provided for the proposed replat.  Notice of the land use action was mailed by direct mail to all property owners within 100 feet on September 25, 2019.  A sign informing the public of the proposal was placed on the property on September 25, 2019.

 

The criteria that are applicable to the decision to accept the proposed replat are contained in §154.15 through §154.46, §154.60 through §154.66, and §157.027 of the Hermiston Code of Ordinances.

 

As noted, the proposal will create three lots from the existing two lots.  Each lot is currently vacant.  Parcel 1 will be described as Lot 75 and is a 7.42 acre tract which was designated for single-family development in the Cimmaron Terrace PUD approval.  Parcel 2 will be Lot 76 and is a 24.28 acre tract which will contain the remaining townhouse development along NE 8th Street and also some of the single-family development from the original approval.  Parcel 3 will be Lot 77 and is a 2.91 acre tract which contains single-family development in the original PUD approval.

 

A copy of the layout and road plan from the PUD approval is attached to this report for reference.



Tie-In to Council Goals:

The replat will allow the transfer of Lot 75 from the owner to a developer who intends to construct public improvements for single-family housing.  The promotion of housing is a council goal.

Fiscal Information

There is no financial impact from this replat.  However, the replat will facilitate the development of 38 single-family lots which will ultimately generate additional tax revenues for the city.

Alternatives

The city council may choose to:

  • Approve the final plat
  • Deny the final plat


Recommendation

Staff recommends the city council approve the plat subject to the conditions of approval.

Motion to approve the final plat subject to the draft conditions.
