TITLE:  Final Plat- Blackhawk Replat 4N2824A Tax Lots 710 & 711 
Subject

A replat of property located on the south side of E Airport Rd., west of SE 17th Street has been submitted. 

Summary and Background

Primm Land Surverying, Inc has submitted a final plat for the property described as 4N2824A tax lots 710 and 711.  The property is zoned Outlying Commercial/Light Industrial (C-2/M-1). The replat increases the size of tax lot 711 and decreases the size of tax lot 710.

 

The property is approximately 14 acres and is currently vacant. The applicant, E-Z Mini storage is buying a portion of tax lot 710 and proposes to expand the existing storage unit facility on tax lot 711. 

 

Public notice was provided for the proposed replat.  Notice of the land use action was mailed by direct mail to property owners within 100 feet on August 28, 2019. A sign informing the public of the proposal was placed on the property on August 28, 2019. 

 

The criteria that are applicable to the decision to accept the proposed replat are contained in Sections 154.46 of the Hermiston Code of Ordinances which governs the information to be presented on the final plat. 

 

The findings of fact and conditions of approval are attached to this report as Exhibits A and B. The final plat as prepared by the surveyor is attached as Exhibit C.  The map showing the property boundary and adjacent streets and parcels is attached as Exhibit D.  An aerial photo for the city council's reference is attached as Exhibit E. 



Tie-In to Council Goals:

Approval of final plats is a matter of administration of city ordinances. 

Fiscal Information

There is no financial impact as a result of this replat.  Future development of the parcels will increase tax revenue.

Alternatives

The city council may choose to approve or deny the final plat.

Recommendation

Staff has reviewed and approved the proposed plat and found that it is prepared in accordance with all requirements of 154.46 of the Hermiston Code of Ordinances. Staff recommends the city council approve the plat subject to the conditions of approval.
