TITLE:  Replat- Stanfield Hutterian Brethren 4N28D TL 100 4N2823 TL 200 E Feedville Rd 
Subject

A replat application has been submitted for property located west of SE Kelli Blvd and north of E Feedville Road.

Summary and Background

Ron McKinnis has submitted a replat on behalf of the Stanfield Hutterian Brethren.  The proposed replat adjusts the boundary between Parcel 2 of Partition Plat 2019-08 (also described as 4N 28 23 Tax Lot 200) and Parcel 1 of Partition Plat 1997-06 (also described as 4N 28D Tax Lot 100).  The replat will create a new 100 acre parcel along the west line of SE Kelli Blvd.  The total area within the replat is approximately 305 acres.  The property is zoned Outlying Commercial/Heavy Industrial (C-2/M-2).

 

Public notice was provided for the proposed replat. Notice of the proposed land use action was mailed by direct mail to all property owners within 100 feet on October 30, 2019. A sign informing the public of the proposal was placed on the property on October 30, 2019.

 

The criteria that are applicable to the decision to accept the proposed replat are contained in 154.15 through 154.35, 154.60 through 154.66, 157.041 and 157.056 of the Hermiston Code of Ordinances.

 

The findings of fact are attached as Exhibit A. The conditions of approval are attached as Exhibit B. The map showing the property boundary and adjacent streets and parcels is attached as Exhibit C. The plat map is attached to this report as Exhibit D. An aerial photo of the property is attached as Exhibit E.



Tie-In to Council Goals:

Approval of plats is a matter of administration of city ordinances.

Fiscal Information

The land set aside for Parcel 1 is planned for a data center.  The city and county have approved enterprise zone tax exemptions for this development.  In lieu of property taxes, the developer will pay fees to the city and county for 15 years.

Alternatives

The city council may choose to approve or deny the final plat. 

Recommendation

Staff has reviewed the proposed plat and found that it is prepared in accordance with all requirements of 154.46 of the Hermiston Code of Ordinances. Staff recommends the city council approve the plat subject to the conditions of approval.
