This action will approve Minimum Standards for Commercial Operators, Authorized Operators, and Airport Tenants at the Hermiston Municipal Airport.
Summary and Background
Day to day management of the operations of the Hermiston Airport were handled via contract with Hermiston Aviation, a private entity, from 1983 through the end of 2018. Gorge Aviation Services (GAS) has since been awarded that contract, and taken over those day-to-day operation duties.
The standards and practices at the airport have evolved, logically, over the past 30 years, and things have worked well. However, upon hiring GAS, it was known that through the transition to a new operator many long-standing practices, which had developed out of necessity, would come to light, which would need to be formalized to eliminate confusion from the loss of institutional knowledge. Therefore, one of the primary goals set for GAS at the start of their tenure was to review and recommend an update to minimum standards at the airport.
GAS has worked on the attached minimum standards, in conjunction and consultation with the Airport Advisory Committee (AAC) and airport users, since early 2019. The AAC, at its November 6 meeting, unanimously voted to recommend that the City Council adopt the attached standards.
In summary, there are not any major ‘changes’ to the practices which have been taking place already, other than to formally itemize them in this document.
