Update of Purchasing Ordinance
Summary and Background
In the process of updating all city ordinances, Chapter 35 Purchasing was found in need of various clarifications. Following are the highlights:
- Language related to conflicts of interest.
- Provisions for Oregon business preference
- Provisions for recycled material preference
- Language related to grants and contracts funded by grants
- Standards for responsible bidder
- Advertising requirements
- Language related to bid protests
- Language related to retainage being held on contracts over $500,000.
Tie-In to Council Goals:
Following a stated interest in updating city ordinances after adopting a new city charter.
