TITLE:  Annexation Hearing 4N2802BA Tax Lot 400, 20 acres - 498 E Punkin Center Road (Ordinance No. 2297) 
Subject

An application for annexation for 20 acres of land located on the south side of E Punkin Center Road and east of NE 4th Street has been submitted.

Summary and Background

MonteVista Homes has submitted an application for annexation of 20 acres of land located on the south side of E Punkin Center Road, approximately 350 feet east of NE 4th Street.  The property is located within the urban portion of the urban growth boundary. If the annexation is approved, the applicant plans to develop the property with a single-family subdivision, multi-use trail, and public park. The property is owned by Tom Templeton. The property is described as 4N 28 02BA Tax Lot 400. The property has a comprehensive plan map designation of M or Medium Density Residential. The M comprehensive plan map designation corresponds to an (R-3) Multi-Family Residential zoning designation. The property has single-family homes to the south.  There is existing large lot, rural character single-family development to the north, west, and east. The general character of the neighborhood is low density residential.

 

§150.05 of the Hermiston Code of Ordinances provides the requirements for annexations. The requirements for annexation are as follows:

  1. The proposal is in conformance with all applicable state annexation law requirements.
  2. The property is contained within the urban portion of the Urban Growth Boundary as identified in the Comprehensive Plan.
  3. The proposed zoning is consistent with the underlying Comprehensive Plan designation.
  4. Findings of Fact are developed in support or denial of the annexation.
  5. All city services can be readily extended and the property owner is willing to bear costs associated with sewer, water and roads.

 

The applicant has prepared a set of findings to accompany the annexation application.  These findings are attached as Exhibit A.  The staff report also includes an aerial photo, property map, and application for annexation for the city council's reference.

 

The planning commission held a public hearing on annexation on February 12, 2020.  Testimony was given during the hearing in support of the annexation and park development.  Testimony was also given in opposition, citing potential traffic increases, development density in the R-3 zone, and the street alignment within the proposed development.  Following the conclusion of the public hearing, the planning commission made a unanimous recommendation that the city council annex the property with the proposed R-3 zoning designation.



Tie-In to Council Goals:

Annexation of the property allows for approximately 20 acres of residential land to be developed at R-3 density. Development of residential land is a council priority.

Fiscal Information

The property has an assessed value of $48,200.  Following annexation,an additional $330 in property taxes will be paid to the city annually. Development as a single-family subdivision will greatly increase the amount of property taxes paid to the city.

The city council may choose to

  • Approve the annexation with an R-3 zoning designation
  • Deny the annexation


Recommendation

Staff recommends that the city council approve annexation of the property.
