Update and modernize the Hearings Officer chapter of the city code.
Summary and Background
In the process of examining the Hermiston Code of Ordinances, many chapters were found to need significant alteration. The Hearings officer chapter was one of those with many substantial changes. Those changes were to clarify and add more thorough processes to this area of the code. It establishes more of a formal process to follow related to these types of appeals. In addition to these changes in Chapter 136, there were many changes made throughout the code clarifying when and how certain offenses can be appealed to the Hearings Officer.

Tied to council desire to update City Code after the new charter was adopted.

Alternatives
The following are council options:
- Adopt amendments to Chapter 136 as presented.
- Add additional amendments to Chapter 136 and adopt it.
- Direct staff to research further amendments and bring back to the council in the future.
