Last year, City/County Insurance Services (CIS) provided the City of Hermiston with a template for a handbook for city volunteers. Prior to this City staff had been wrestling with the idea of how to make sure volunteers, especially board and commission members, had a basic understanding of public records and meetings laws. This proposed handbook came out of those discussions.

This would be given to new board members and any other city volunteers. City staff will circulate and inform all existing city board members about the hand book and get them to sign the acceptance form.
