TITLE: Resolution No. 2145- FAA Apron Design Grant |

This resolution will authorize the City Manager to accept up to $225,000 of FAA grant money to conduct the design-work to re-build the apron area of the airport.
Summary and Background
The FAA awards funds in order of priority, with runways and taxiways being top priorities, followed by other types of pavement. The runway was rebuilt in 2008, the taxiway was rebuilt in 2016. Now the Apron (aircraft parking/maneuvering) area is next on their priority list. Due to age, portions of the current Apron have been identified as either “poor” or “failed.”
This project will technically be two separate grant awards, with the design (this grant) occurring in Federal Fiscal ’20, and the actual construction (another grant) currently scheduled for award in Federal Fiscal ’21.
I anticipate the total cost of design-work to be approximately $180,000. Traditionally, the City would be required to provide a 10% local match ($18,000) for these funds.
Thanks to Senators Wyden, Merkley, and Representative Walden, and the $2.2T Coronavirus Aid, Relief, and Economic Security (CARES) Act, all FAA projects for FY ’20 will have their 10% local match paid for with CARES Act funds.
The scope of work is still being worked on for this project, but award is anticipated sometime in May. Traditionally, FAA expects cities to accept awards within 10 days of issuance. Due to current Council meeting schedules as a result of COVID-19, this request asks for pre-emptive authorization to accept this grant as long as it does not exceed $225,000.

This resolution will have no fiscal impact on the City of Hermiston. Local match of $18,000 to be paid for through CARES Act.
