TITLE:  Resolution No. 2151 - Support Hermiston Grant Applications 
Subject

A resolution of support is necessary to complete an application for statewide planning grants.

Summary and Background

During the 2019 legislative session the state adopted two bills which require the city to perform additional land use planning tasks.  HB 2001 requires cities larger than 10,000 and smaller than 25,000 to adopt new zoning standards allowing duplex dwellings in all zones that allow a single-family dwelling.  HB 2003 requires all cities larger than 10,000 to adopt a new housing needs analysis.  The duplex requirement must be implemented by July 1, 2021 and the housing needs analysis must be adopted by July 1, 2024.

 

The state offers grant assistance through DLCD for both of these requirements.  Assistance to local jurisdictions was funded by the legislature as part of the approval process for these bills.  The city has elected to take advantage of this assistance rather than perform the work in-house.  DLCD offers a selection of pre-approved contractors who will work with jurisdictions around the state in order to complete the work on time.  This process is quicker and involves less paperwork than a cash grant to the city and then the city selecting and paying a contractor.  

 

The city has submitted two applications for the assistance to DLCD.  The applications have been reviewed and assistance approved by the state.  However, a condition of assistance approval is that the governing body must make a motion in support of the applications.  Resolution 2151 attached to this memo specifies that the city council supports these applications.



Tie-In to Council Goals:

These updates to the zoning code and comprehensive plan will assist the city in complying with state law and creating an environment that promotes efficient development of housing.

Fiscal Information

There is no fiscal impact to this assistance.  The city is electing to take advantage of contractors which have been hired by the state to provide assistance specifically on these matters.  No financial assistance will be provided to the city nor will city funds be expended.

The city council may choose to:

  • Adopt Resolution 2151 supporting the city's application
  • Deny Resolution 2151 and not support the city's application


Recommendation

Staff recommends that the city council adopt Resolution 2151.
