TITLE:  Resolution No. 2160 - Employee Handbook Adoption 
Subject

Adoption of Updated Employee Handbook

Summary and Background

Each year City staff reviews the Employee Handbook to update any language that may have been affected by court cases or other legal happenings. We have completed that with the assistance of City/County Insurance Services (CIS). They provided a number of recommended changes. Staff also found a few changes that we recommend based on current practices.

 

Following is a summary of the recommended changes:

  • Update EEO Statement
  • Update No-Discrimination, No-Retaliation Policy
  • Update No-Harassment Policy
  • Added No Bullying Policy
  • Updated Disability Accommodation Policy
  • Added Pregnancy Accommodation Policy
  • Reorganized our Reporting Improper or Unlawful Conduct and Open Door Policies
  • Added definition of work week
  • Clarified Meals/Breaks Policy
  • Updated Rest Breaks for Nursing Mothers
  • Added Text/Email to our absence call-in procedure made it within 1 hour of shift
  • Updated Sick Leave accrual language for limited duration employees
  • Added E-days for Permanent Part-Time Staff (6 hours July, 6 hour January)
  • Updated FMLA/OFLA Leave Policy
  • Updated witness duty section to include Crime Victim and Domestic Violence
  • Update Cellular Devices Policy regarding the use of cameras/video 
  • Added workback provision for PERS Retirees

The Council's alternatives include:

  • Adopt the handbook/resolution as proposed.
  • Amend the proposed handbook/resolution and then adopt.
  • Direct staff to make substantial revisions and return to Council.
