TITLE:  Initiate Annexation portion of 4N2815 TL 200 
Subject

A request to annex 13.8 acres of land on the south side of SW Desert Sky Drive and approximately 500 feet west of S 1st St has been submitted by Jeff Newman.

Summary and Background

The property is described as 4N2815 Tax Lot 200 and totals 56.34 acres in size.  An application has been submitted to partition the property into three smaller parcels.  The annexation request is for the proposed Parcel 1, 13.8 acres.  The property must be annexed to the city to allow connection to water and sewer services.  The property lies within the urban portion of the urban growth boundary and has a comprehensive plan map designation of Low Density Residential (L).  The applicant has requested annexation with a Single-Family Residential (R-1) zoning designation.  An application has been submitted to develop the site as a residential subdivision.

Tie-In to Council Goals:

Annexations are a matter of administration of city ordinances.

Fiscal Information

Subsequent development of the property will generate a significant increase in property tax revenue to the City.  The development application anticipates 31 single-family lots on proposed Parcel 1.

Alternatives and Recommendation
Alternatives

Initiate annexation proceedings and direct staff to schedule hearings.

Do not initiate annexation proceedings.



Recommendation

Staff recommends the city council initiate proceedings to annex the property with an R-1 zoning designation. 

Requested Action/Motion

Motion that the annexation be initiated and direct staff to schedule public hearings.  Hearings will be scheduled before the Planning Commission on August 12, 2020 and before the City Council on August 24, 2020.
