CARES Act Funding
Summary and Background
A portion of CARES Act funds have been designated to flow directly to local governments. The state of Oregon has established a process and a formula to do that. Currently our direct expenses related to COVID-19 will not allow us to utilize all of the funds we are eligible for based on the formula. Staff has looked into various ways that other communities have used these funds in other jurisdictions. Below is the areas we propose to expend these funds.

These are categories we feel would be beneficial to our community. If one category gets more usage than others, staff can move funds to that category. We are also grateful to have a commitment from Umatilla County and their funds to be used for businesses in Hermiston.

Recommendation
Approve a spending plan for CARES Act funds.
Requested Action/Motion
Motion to direct staff to modify the budget and expend CARES Act Funds.
