 STAFF REPORT
For Meeting of July 27, 2020
MAYOR AND MEMBERS OF THE CITY COUNCIL
Agenda Item # 11.B.

TITLE:  CARES Act Funding Proposal
Subject

CARES Act Funding

Summary and Background

A portion of CARES Act funds have been designated to flow directly to local governments. The state of Oregon has established a process and a formula to do that. Currently our direct expenses related to COVID-19 will not allow us to utilize all of the funds we are eligible for based on the formula. Staff has looked into various ways that other communities have used these funds in other jurisdictions. Below is the areas we propose to expend these funds.

Tie-In to Council Goals:

Fiscal Information

Proposed CARES Act Funding Distribution
City of Hermiston Umatilla County
Prior Economic Support $16,000
Continued Direct Costs through December 2020 $100,000
Water/Sewer Assistance $100,000
Electric Assistance $25,000
Rent/Mortgage Assistance $75,000
Business Assistance $184,000 $ 379,500
Oregon Worker Relief Fund $40,000
$540,000

These are categories we feel would be beneficial to our community. If one category gets more usage than others, staff can move funds to that category. We are also grateful to have a commitment from Umatilla County and their funds to be used for businesses in Hermiston.
