TITLE:  Resolution No. 2168- Adoption of Updated Version of the Umatilla County Deadly Physical Force Plan 
Subject

A request for council review and approval of an updated version of the Umatilla County Deadly Physical Force Plan.



Summary and Background

Senate Bill 111 from the 2007 Oregon legislative session, established law that every county in Oregon had to develop a Deadly Physical Force Plan.  The last time that plan was signed by local representatives (chiefs and sheriff) was 2008. 

 

Due to scrutiny placed upon all actions law enforcement professionals take, I asked our local law enforcement group to consider updating that plan with information and signatures.  As a group, we worked on this for approximately 2 months and the proposal before you is to approve the plan as written and give the Hermiston chief of police authority to sign the document on behalf of the city.

 

There are no significant changes in the document.  By statute, a planning authority consisting of the county district attorney and county sheriff acting as co-chairs for the group is to be established.  You will see this group consists of Umatilla County District Attorney Daniel R. Primus, Umatilla County Sheriff Terry Rowan, Chief Jason Edmiston, Hermiston Police Department, Lieutenant Karl Farber, Oregon State Police, Officer Cass Clark, Pendleton Police Department, and Umatilla County Citizen Susan McHenry.

There are no costs associated with the review and approval of this plan.

Alternatives

The city council may choose to accept or reject the plan.



Recommendation

Staff recommends the city council approve the plan and grant the chief of police authority to sign on behalf of the city.
