TITLE:  Resolution No. 2169- Intergovernmental Agreement for Mutual Aid and Interagency Cooperation 
Subject

A request for council review and approval of an updated version of the Intergovernmental Agreement for mutual aid and interagency cooperation among law enforcement agencies in Umatilla and Morrow County.



Summary and Background

Because of my request to review and update the Umatilla County Deadly Physical Force Plan, the chiefs and sheriffs from both counties also decided to evaluate the Intergovernmental Agreement for Mutual Aid and the utilization of the Bi-County Major Crime Team.  The agreements were last signed in 2013 and 2012 respectively.  We have combined the previous documents into one and have made minor adjustments to ensure expectations are known to all parties.

 

Due to limited resources in Eastern Oregon, all agencies depend on each other for sharing resources.  Consistent with Chapter 190 of the Oregon Revised Statutes, the Hermiston Police Department provides assistance on all major crimes in either county, when asked.  On the majority of major crimes that take place in either county, we often loan investigators out for several days to assist.

Alternatives

The city council may choose to accept or reject the plan.



Recommendation

Staff recommends the city council approve the plan and grant the chief of police authority to sign on behalf of the city.
