Steve Richards of Eastern Oregon Development LLC is proposing to annex an 11.50 acre parcel of land located at 455 E Elm Ave.
Summary and Background
The property is described as 4N2802CD Tax Lot 500. The property must be annexed to the city to allow connection to city water and sewer services which are located in SW 17th Street. The property lies within the urban portion of the urban growth boundary and has a comprehensive plan map designation of Medium Density Residential (M) which corresponds to an R-3 zoning designation. An application has been submitted to amend the comprehensive plan map designation to Commercial (C) for this property and the applicant has requested annexation with a Neighborhood Commercial Overlay (NCO) designation.

Financial impact to the City will be approximately $1,600 in property tax revenue. Revenue would increase upon development of the property.

Recommendation
Staff recommends the city council initiate proceedings to annex the property with an NCO zoning designation.
Requested Action/Motion
Motion that the annexation be initiated and direct staff to schedule public hearings. Hearings would be scheduled before the Planning Commission on December 9, 2020 and before the City Council on January 11, 2021.
