TITLE:  Right of Way Dedication - Port of Umatilla 
Subject

The Port of Umatilla proposes to dedicate right of way to the City of Hermiston for the South Hermiston Local Improvement District.



Summary and Background

As part of the South Hermiston Local Improvement District process, the Port of Umatilla is dedicating a new street on their property within the district boundary.  The proposed new street is an east/west cul-de-sac intersecting SE 10th Street and extending westward.  This street is included in the area proposed for utility extension and paving within the local improvement district and the cost of these improvements is part of the project budget.  The Port is dedicating this right of way to the city at no cost and the improvements installed will facilitate the future industrial development of the property.

 

The street dedication is larger than standard streets within the city.  A right of way width of 66 feet and a cul-de-sac bulb with a 66 foot radius is proposed.  Typically a local street will have a 50 foot width.  This larger size is recommended to accommodate the industrial nature of the property.  Larger widths and turning radii will help larger trucks navigate to future industrial tenants.  The new street will be approximately 655 feet in length and terminate in a cul-de-sac.

 

Approval of the dedication deed by the city council will authorize the city manager to accept the deed on behalf of the city.  Improvement of the street will occur at the time the city awards a contract for installation of improvements in the South Hermiston Local Improvement District.



Tie-In to Council Goals:

Design and construction of the South Hermiston Local Improvement District is a council goal for 2020.

Fiscal Information

There is no cost to the city for the acquisition of right of way.  Improvements installed to the new street will be funded through the South Hermiston Local Improvement District.

Staff recommends that the city council accept the dedication.
