A resolution adopting a Master Fee and Charges Document and repealing prior fee and charges resolutions.
Summary and Background
At the 2020 Council Goal Setting Session, the Council established Goal #2, Exercise Fiscal Prudence. Along with this goal, the Council asked that City staff evaluate all city fee levels, including credit card convenience fees.
City staff worked to gather all resolutions, ordinances, and other documents that established City fees and charges. During this time, City staff realized the inefficiencies coming from having so many different documents, including the difficulty in searching and finding specific fees, not only for staff but especially for the public. Therefore, the attached Master Fee Schedule was created; one document that incorporates all City fees and charges within it. The Master Fee Schedule was then reviewed by all departments within the City and suggested edits were made as indicated in the document and resolution: proposed new or changed fees and charges are established in red and proposed deleted fees and charges contain a line through them.
After assessing other cities credit card convenience fees and considering the current COVID-19 pandemic, City staff feels that continuing to not charge credit card convenience fees is the most appropriate action.
