TITLE:  Replat- Hunsaker 4N2811CB TL 1500 - 235 NE 3rd St 
Subject

The City of Hermiston has received an application for a replat of property located at 235 NE 3rd Street.  

Summary and Background

Primm Land surveying has submitted a replat on behalf of Richard Hunsaker.  The proposal is a partition of an existing commercial lot located at 235 NE 3rd Street. 

 

The property is approximately 12,206 square feet and contains one single-family dwelling and a carriage house. The proposal will create two lots, one containing the existing home and carriage house and one vacant lot.  The property is owned by LuLu LLC and Richard Hunsaker.  The property is zoned Central Commercial (C-1) and is described as 4N2811CB Tax Lot 1500.  The city council may take action to approve the final plat as proposed. 

 

Public notice was provided for the proposed replat.  Notice of the land use action was mailed by direct mail to property owners within 100 feet on November 25, 2020.  A sign informing the public of the proposal was placed on the property on November 25, 2020.  

 

The criteria that are applicable to the decision to accept the replat are contained in 154.15 through 154.46, 154.60 through 154.66 and 157.040 of the Hermiston Code of Ordinances. 

 

The proposal creates on vacant lot of 5,180 square feet and one lot of 7,026 square feet containing the existing single-family dwelling.  The dwelling is an existing non-conforming use and may be maintained or rebuilt to R-3 standards consistent with 157.040 (E)(3).

 

The findings of fact are attached to this report as Exhibit A.  The conditions of approval are attached as Exhibit B.  The map showing the property boundary and adjacent streets and parcels is attached as Exhibit C.  The preliminary plat as prepared by the surveyor is attached as Exhibit D.  An aerial photo for the city council's reference is attached as Exhibit E.



Tie-In to Council Goals:

Approval of plats is a matter of administration by city ordinances.

Fiscal Information

There is no financial impact to the city as a result of this partition.  Subsequent development of the vacant parcel will generate additional property tax revenue.

Alternatives

The city council may choose to approve or deny the final plat.

Recommendation

Staff has reviewed the proposed plat and found that it is prepared in accordance with all requirements of 154.35 (B) and 154.46. Staff recommends the city council approve the plat subject to the conditions of approval.

Motion to approve the final plat subject to the draft conditions.
