This action will award a contract to Sineco Construction of Hermiston to replace approximately 2,000 feet of undersized sewer main for $596,485.
Summary and Background
This project replaces 1,960' of sewer main in SE 7th Street from Newport south to Pine, then east to 8th, then south to Highland.
The purpose of this replacement is to increase the diameter of piping to accommodate existing and future growth in the Southeast industrial quadrant of the City, which includes Blue Mountain Community College, EOTEC, Walmart DC, etc.
This project represents phases 2 & 3 of a four phase project to increase flow capacity along this route, and has been in the approved Capital Improvement Plan since 2019.

The small local contractor who was the low-bidder has requested to begin the project later in the summer to allow them to finish another project. Since there's no urgency to this project, City Staff has approved this request.

Fiscal Information
This project has been planned for several years as part of the CIP. This project will be paid for with sewer utility rates from the CIP Reserve Fund. Due to the timing request by the contractor, the lion's share of expenses on this project will occur in FY '22.
This bid of $596,485 is generally in-line with the engineer's estimate from Anderson Perry.
