Approve a 20 Year Master Plan for the Eastern Oregon Trade and Event Center (EOTEC).
Summary and Background
In July 2019, City Council adopted a strategic plan for EOTEC. One of the first items that staff and the EOTEC Advisory Committee began working on is to update the master plan for the property.
The Advisory Committee has been working with Architects West since that time to prepare this master plan. During the pandemic time combined with a loss of a number of committee members, it has been hard to have official meetings and have productive dialogue on this subject.
At the Committee's March meeting a quorum was in attendance and made a recommendation to approve the attached master plan. As part of that meeting and discussion both Umatilla County Fair and Farm-City Pro Rodeo representatives expressed support for the plan.

Fiscal Information
There is no immediate financial impact. The impact comes as projects are selected and built.
