Adopting authority to declare an emergency.
Summary and Background
As the City staff was preparing the emergency plan, it was discovered that there is no authority in ordinance or in the City charter to declare an emergency.
Although the City never truly considered the declaration of an emergency during the COVID-19 pandemic, this authority could be useful in various types of emergencies. After researching code language from other cities in Oregon, the proposed ordinance is a very direct and succinct the grant of authority to the City Manager and then the confirmation of such authority by the City Council at its next meeting.
