Updates to Chapter 92 Nuisances of the Hermiston Municipal Code is proposed.
Summary and Background
As part of the on-going efforts to update the city ordinances, Chapter 92 was reviewed. The following were the major changes made:
- Clarifying and adding a number of definitions
- Updating language to current best practices and legal requirements
- Added Graffitti as a listed nuisance
Based on feedback received at the October 11, 2021 City Council meeting the following changes were made:
- Clarified the layout of the options to the appeal process which is (and was) to the code hearings officer. Only in special circumstances when the council declares a nuisance would the appeal from that be to the circuit court.
- Provided in an emergency the authority to abate the nuisance without any warrant.
