TITLE:  Initiate annexation proceedings Horizon Project Inc 4N2802BC TL 1400 - 80 NE Tracey Lane 
Subject

Horizon Project Inc is proposing to annex a one acre parcel of land located at 80 NE Tracey Lane.  

Summary and Background

The property is described as 4N2802BC Tax Lot 1400 and is located east of N First St and north of E Theater Lane. The property must be annexed to the city to allow connection to city water and sewer services. The property lies within the urban growth boundary and has a comprehensive plan map designation of Commercial (C) which corresponds to an Outlying Commercial (C-2) zoning designation.  The applicant has requested annexation with a (C-2) zoning desingation. 



Tie-In to Council Goals:

Annexations are a matter of administration of city ordinances.  The city has a goal to remove as many county islands as possible within the urban growth boundary.  This parcel is adjacent to city limits on three sides.

Fiscal Information

Property tax revenue is not impacted by the annexation, as the purchaser is a non-profit organization.  

Alternatives and Recommendation
Alternatives

Initiate annexation proceedings and direct staff to schedule hearings. 

Do not initiate annexation proceedings.



Recommendation

Staff recommends the city council initiate proceedings to annex the property with a (C-2) zoning designation. 

Requested Action/Motion

Motion that the annexation be initiated and direct staff to schedule public hearings.  Hearings would be scheduled before the Planning Commission on February 9, 2022 and before the City Council on February 28, 2022.
