TITLE:  Resolution No. 2211- Authorizing an Agreement to Design and Build the Skateboard and Teen Adventure Park.
Subject

This action will authorize the agreement of a contract with California Skateparks to design and build the Teen Adventure Park.

Summary and Background

Supported by the City’s Comprehensive Parks, Recreation and Open Spaces Plan, the Teen Adventure Park proposes to develop a skatepark and “teen rec room” targeting ages 12-18 but open to the community. The park concept includes 18,000sf covered skatepark, restroom, climbing rock, passive recreation, parkour, bicycle pump track with security lighting and cameras.  Located in the heart of Hermiston at 345 S 1st Street, the 22,650sf area, purchased in 2016, is the site of the proposed skatepark which is across the street from the Hermiston Police Department and less than a ¼ mile from Hermiston High School.

In 2017, the Parks & Recreation Department issued an RFP from qualified skateboard park design/build firms. After review of eight firm proposals, California Skateparks was chosen to design the concept plans for the skatepark. Using the initial concept for the RFP presentation, CA Skateparks and the P&R department held public meetings with local skate enthusiast to gauge the interest in design and elements. CA Skateparks modified the original concept to the most current version with two phases.

Following Resolution 2119 in April 2019, the Parks & Recreation Department went out for grant funding to match the funding currently in the skatepark reserve fund. The LWCF Grant was successful in a match with dedicated funding of $545,366 for Phase I of the project.

The proposed agreement will enter into contract for California Skateparks to provide Design-Build services and agrees to furnish all labor, materials, equipment and other facilities to complete the development of the skatepark structure.
