One of the projects agreed to by Umatilla County and the City of Hermiston in the approved separation documents is the construction of office and storage space for the County Fair and EOTEC. This project could be very expensive and the standard design-bid-build method might not bring about the best price for the project.

The State procurement laws allow for alternative methods of constructing a project. The most commonly used alternative both in Oregon and in other places is called a Construction Manager/General Contractor or CMGC. This alternative allows an agency to solicit for a company to provide both construction management and general contractor services. This allows for a bid-design-build process. This process allows the contractor and the designer of the project to work together from the beginning of the project and provides for savings on the construction side because the contractor is able to comment on the construct-ability of the design from its earliest stages.

1. Adopt resolution No. 2109 as proposed.
2. Reject resolution No. 2109 and direct staff to follow the design-bid-build project delivery method.
