Summary and Background
Ted Minton has submitted an application to annex 0.22 acres of land located at 170 E Theater Lane. The property lies within the urban portion of the urban growth boundary and is an island of county property surrounded by city limits on four sides. The sewer department became aware that the property had connected to city sewer services when the property next door connected in 2015. The owner was informed that the sewer connection must either be removed or the property must annex to the city to legalize the sewer connection. The owner chose to annex to the city and continue utilizing city sewer service.
The property is described as 4N 28 02CB Tax Lot 600. The property has a comprehensive plan map designation of MH or Medium Density/Mobile Home Residential. The MH comprehensive plan map designation corresponds to an R-4 or Multi-Structure zoning designation. The property is surrounded by single-family residential uses. The general neighborhood character is of low-density residential development with commercial uses to the west along Highway 395.
§150.05 of the Hermiston Code of Ordinances provides the requirements for annexations. The requirements for annexations are as follows:
- The proposal is in conformance with all applicable state annexation requirements.
- The property is contained within the urban portion of the urban growth boundary as identified on the comprehensive plan.
- The proposed zoning is consistent with the underlying comprehensive plan designation.
- Findings of fact are developed in support or denial of the annexation.
- All city services can be readily extended and the property owner is willing to bear costs associated with sewer, water and roads.
Tie-In to Council Goals:
The city has a goal to remove as many county islands as possible within the UGB. This parcel is surrounded by the city limits on all four sides.
Fiscal Information
The property has an assessed valued of $48,000. Following annexation, an additional $292 will be paid in property taxes to the city annually.
