TITLE:  Street Deed - E Penney Ave 
Subject

Ranch and Home has submitted a dedication deed for E Penney Ave adjacent to their development.

Summary and Background

The city approved the construction of the Ranch and Home store at 2500 S Highway 395 in December of 2016.  One of the conditions of approval required the developers to dedicate 242 feet of E Penney Ave along the north property line of the development separating the site from the former Hermiston Foods property.  The city's transportation system plan calls for the eventual construction of a traffic signal and collector street at this location creating a new connecting street from Highway 395 to Kelli Blvd and points west.  This right-of-way dedication is the first step in this future street connection plan.

 

This deed covers land which has a current approach to Highway 395.  Conversion of the land from a private approach to a public street intersection is necessary to satisfy ODOT's requirements for new street connections.



Tie-In to Council Goals:

Economic development and improved traffic circulation are continual council goals.

Fiscal Information

There is no financial cost to the city in acquiring this right-of-way.

Alternatives

The council may:

  • Accept the dedication deed
  • Reject the dedication deed


Recommendation

Staff recommends that the city council accept the deed.

Requested Action/Motion

Motion to accept the deed and authorize the mayor to sign on behalf of the city.
